I just checked the special entrance scholarship for international students at the website of the University of Winnipeg but i can not see if this is a fully-funded scholarship. Please explain this.

Is it true that CanTEST will replace IELTS requirement at Canadian University admission process?
Thats partially right, IELTS can not be replaced with CanTEST. But if an applicant has the CanTEST English language test then no need to worry about IELTS. Just submit CanTEST certificate with admission application.
