If an applicant belongs from a country where English is not a mother tongue, then a proof of English language proficiency is required to apply for admission to Netherlands Universities. But if a candidate belongs from any country where English is the native language then there is no need to provide English language certification alongside admission application.
The list of acceptable English Language Proficiency Tests by most Netherlands Universities as per EF EPI policy are IELTS, DET, PTE, Cambridge English Proficiency Tests, CanTEST, and similar.
IELTS Requirement to Study in the Netherlands: Optional

1# University of Amsterdam Scholarships
You will need to demonstrate English competence if you are not a native English speaker. IELTS, on the other hand, is not required. You can take TOEFL instead of IELTS, or submit Cambridge CPE or CAE marks instead. Several scholarship programs have been developed at the institution, primarily for exceptional and ambitious overseas students.
The merit scholarship in Amsterdam is awarded to excellent overseas students. It is a fully financed master’s student scholarship program. There are also several faculty-specific scholarships. The HOLLAND scholarship, worth € 5,000 for the first year of study, is available to foreign students. 2# Delft University of Technology Scholarships
Students at Delft University are likewise excluded from taking the IELTS exam. Alternatively, you can submit your TOEFL results as a short root. The Radboud Scholarship Program is a very selective award. It is available to overseas students who are talented and ambitious. 6# Saxion University Scholarships

Candidates are required to provide an official signed and stamped declaration from their university stating that the medium of teaching for their last attended program was English. Every academic year, the Maastricht University Scholarships program invites excellent foreign students from all around the world to apply. The €29,000 scholarship is entirely supported by students from outside the European Union who have been accepted to Maastricht University to pursue a Master’s degree. The High Potential Scholarship (financed by the Maastricht University Scholarship Fund) and the Holland Scholarship (supported by the Dutch Ministry of Education) are both parts of the Scholarship program.

9# The Government Netherlands Scholarships
The Orange Knowledge Program award, also known as the Government Netherlands Scholarship or Holland Government Scholarship, is offered by the Dutch government. The IELTS exam is not required for the scholarship. You are advised to check the requirements for the respective institute that you apply to.
The scholarship program is a fully-funded scholarship program for overseas students who wish to study full-time at one of the Netherlands’ leading institutions. There are financial options for both undergraduate and graduate students. Applicants from a variety of nations are able to apply.

10# The University of Groningen Scholarships

11# Virje University (VU) Scholarships
If you are applying for English-taught Bachelor’s degree program, you’ll need to show that you have a good command of the English language. IELTS, on the other hand, is not an utmost necessity. You have the option of submitting TOEFL, CPE/CAE, or taking Vrije University’s own test.
The VU Fellowship Program (VUFP) provides a once-in-a-lifetime opportunity for brilliant non-EU/EEA students to pursue a Master’s degree. The tuition expenses are entirely covered by the VUFP scholarship. You are instantly considered for the HSP. You need not submit a separate application for VU Scholarships. HSP is a stipend to help with living expenses. It costs either 5.000 EUR or 10.000 EUR for the term of your studies. You can also apply for the Holland Scholarship program, which gives a grant during your first year of study, and the Fulbright Scholarship program, which is a fully-funded program.

12# The Erasmus University Scholarships
If you want a way around the IELTS exam, the Erasmus university offers a variety of alternatives. As an alternative, you can submit your TOEFL, CPE, CAE, or Duolingo scores. A declaration from your home university is the acceptable proof of whether your study program is offered in English. A certificate is necessary otherwise. Many country-based scholarship opportunities are available at the institution. International students can apply for an Erasmus Trustfonds Scholarship of € 15.000 to cover accommodation, living expenses, and the mandatory fee.
Erasmus University Scholarship is open to postgraduate international students. 13# The Hague University Scholarships
Students can apply for admission to the institution without having to take the IELTS exam. Instead, they may choose TOEFL, Cambridge English (FCE/CAE/CPE), or TOEIC scores for convenience. Many scholarships and awards are offered at the university. You can apply for student financing based on your financial needs as an international student in either a university or higher professional education in the Netherlands.
The Dutch Ministry of Education funds the Holland Scholarship. In their first year of studies, students get euro 5000 or 10,000. The Orange Tulip Scholarship (OTS) is a component of the Holland Scholarship, which is a full-tuition scholarship. You can also legally work part-time employment to support yourself for a maximum of 56 hours each week.

14# The University of Wageningen Scholarships
